Learn how a government shutdown affects Tennessee’s real estate market—from flood insurance delays to FHA loan slowdowns—and how REALTORS® are advocating for buyers, sellers, and homeowners nationwide.
How a Government Shutdown Impacts Real Estate – and What REALTORS® Are Doing About It
When Congress can’t agree on a budget, the federal government shuts down. That may sound like a Washington, D.C. problem—but in reality, it can hit close to home for Tennesseans buying or selling property. A shutdown disrupts key housing programs, slows down loan approvals, and creates uncertainty across the real estate market.
What Happens During a Shutdown?
One of the biggest impacts is on the National Flood Insurance Program (NFIP). When NFIP’s authority lapses, no new policies can be issued. That means roughly 1,400 real estate closings per day are at risk nationwide. Existing policies remain in place for a short period, but the longer the lapse continues, the more buyers and sellers are left in limbo.
Other ripple effects include:
-
Loan delays – FHA, VA, and USDA loan processing often slow or pause.
-
Tax verification holdups – The IRS can’t process income verification forms, making mortgage underwriting harder.
-
Housing program funding delays – Federal grants and assistance programs may stall, putting pressure on affordable housing projects.
Why This Matters in Tennessee
Housing makes up nearly 20% of the U.S. economy, and Memphis, Nashville, Knoxville, and Chattanooga are no exception. For buyers already struggling with affordability and limited inventory, a shutdown creates another obstacle. Sellers face delayed transactions, and REALTORS® must work overtime to manage client expectations.
How REALTORS® Are Responding
The National Association of REALTORS® (NAR) has been quick to act. NAR leaders have:
-
Urged Congress to immediately reauthorize NFIP.
-
Activated an advocacy campaign through local Federal Political Coordinators.
-
Met with top policymakers—including Vice President JD Vance and housing industry leaders—to stress the importance of housing stability.
This is more than politics—it’s about protecting homeownership and keeping the market moving. NAR holds over 5,000 meetings with Congressional leaders each year, giving REALTORS® a voice in shaping housing policy.
Looking Ahead: Affordability and Supply
Beyond shutdowns, NAR continues to push for long-term solutions to the housing affordability and supply crisis. Proposals like the Saving the American Dream Act and the More Homes on the Market Act could help increase housing supply, reform capital gains rules, and make homeownership more accessible for first-time buyers and families.
